Driving in Castro Valley: What New Drivers Should Know
The community sits at the mouth of a natural pass through the East Bay hills. I-580 runs through that pass, with BART in its median. West of town, I-580 veers north toward Oakland. I-238 continues west toward I-880. Many hillside neighborhoods have winding streets. Most residents descend to the central east-west boulevard on a few streets. When I-580 backs up, regional traffic spills onto the boulevard and nearby roads.

Westbound, I-238 leaves I-580 as a left exit. There is no westbound exit to SR 238 here. Trucks over 4.5 tons are barred from I-580 through Oakland. They are directed onto I-238 and I-880 instead. The county plan calls the I-238 link a bottleneck.
Castro Valley Boulevard downtown
Between Redwood Road and San Miguel Avenue, a county streetscape project finished in 2012 added bulb-outs, planted medians, bus shelters and bike lanes. A 2024 proposal would restripe the bike lanes between Foothill Boulevard and Redwood Road to mark separate paths for cars and bikes.
Norbridge and Strobridge Avenues
Traffic bound for I-580 and I-238 mainly reaches the freeway from these intersections with the boulevard. The county plan reports heavy congestion here. It proposes reworking them to improve car and bike access to the BART station. Strobridge Avenue is I-580 exit 35.
Heyer Avenue between Redwood Road and Cull Canyon Road
Morning drop-off and afternoon pick-up for Canyon Middle School, Vannoy Elementary School and Castro Valley High School crowd this stretch. Locals also use it to bypass boulevard congestion. The county plan notes its inconsistent street and sidewalk layout and limited visibility.
Crow Canyon Road toward San Ramon
This north-south road runs to the Contra Costa County line and on into San Ramon. Through traffic uses it to avoid freeway congestion. County projects, now complete, added centerline rumble strips, guardrails, speed feedback signs and shoulder improvements.
The I-238 split is practice for merging and lane changes near trucks. Crow Canyon Road suits speed control. Downtown bike lanes are right-turn practice. You may drive in a bike lane within 200 feet of the turn. Heyer Avenue is school zone practice. Hillside streets suit hill parking.
